There are an abundance of points that need improvement, for example in practice almost zero energy efficiency projects get approved. These projects are probably the best for overall reduction of GHG depending on the location, even better than building wind farms and such in certain areas. Over all though I believe these protocols are great first steps.&lt;/p&gt;&lt;p&gt;I think it is important to note that as far as things are working thus far, government backed policies are trading at a much higher value, comparing for instance the cost per ton in Kyoto vs. the Chicago Climate Exchange which is voluntary. So even if some of the proceeds are being used in other ways, the overall incentive for reduced emission is still higher.&lt;/p&gt;&lt;p&gt;I also believe that an important part of getting more pure energy efficiency projects in these types of programs is a universal acceptance a methodology for measurement and verification.
